Vesta
Vesta's surface area is about the same as the land area of Pakistan, Venezuela, Tanzania, or Nigeria; slightly under 900,000 km^2. Being the second largest in it's asteroid belt, Vesta is a good sized body for a city or a personal domain.
In 2553 a scientific expedition codenamed Dawn 7, went to commence deep terraforming and makeshift gravitational pockets to make Vesta a habitable entity. While its natural progress from a protoplanet to a dwarf planet is slow, it has been sped up with upgrades in terraforming technology booming over the last few centuries.
Vesta has gone through a few owners, all of which were very laissez faire, primarily leaving ownership to the people who run the farms that once covered the surface of the planet.
August 2734, a top secret military installation was, without explanation, assembled at the center of Vesta's core by General Strass. Who made the statement, "Vesta... The once home to my family and now their coffins will be a beautiful launching point for my new order, in this same land that I came home to see my home decimated, will be the perfect launching point to show those responsible we as a people are not to be used as political pawns."
The surface of Vesta has been reconstructed to be very similar to the now lost earth settlement of Alaska. A fitting HQ for Strass as he has many times stated his love for the northern Americas. Vesta features many deep mishapen craters which were the first targeted during reconstruction, acting as intelligence domes and armories for the military then occupying it, likely being used today similarly for Strass' regime.
